Manitoba Housing (MH) requires that tenants pay a $50 transfer fee when tenants request a transfer to a different MH unit.  In the past, the transfer fee was not enforced for EIA participants.  EIA does not cover the MH fee for tenant-initiated transfers.  The participant is required to pay the cost of the transfer fee out of exempt sources of income (GST, CCTB/NCBS, or UCCB).

This circular has been revised to allow benefits to be issued for a maximum of two benefit months before receiving confirmation of identification (normally the Manitoba Health Card).  Manitoba Health has advised that it takes, on average, five weeks after the birth of a child for a family to be issued a new Health Card.

The Bell Hotel at 662 Main Street has reopened as a supportive housing project for individuals who have experienced chronic homelessness.  The Bell Hotel Supportive Housing Project provides housing partnered with 24-hour on-site supports for up to 42 tenants.  Special needs funding of up to $150 may be issued for household items.  A support worker for the Bell Hotel Project may be present when the funding is issued to assist in the purchase of items.

This circular is to advise staff of the Manitoba Bug N'Scrub program, which is part of the Government of Manitoba's bed bug strategy.  Funded by the Department of Housing and Community Development, the Bug N'Scrub Team provides preparation services, such as moving furniture, general cleaning, laundry service and reducing and removing clutter, when the tenant/homeowner is unable to complete this work on their own.

This circular has been revised to include the city of Brandon to the service area accessible to the Bug N'Scrub team. The process for Bug N'Scrub staff to bill EIA has been revamped and a maximum invoice amount of $1,300.00 has been set. Most invoices will be less than $1,300.00.  Additionally, the circular clarifies participants who live in Manitoba Housing are not covered by EIA as Manitoba Housing covers that cost.
